THE FIRST AMENDMENT (Right to Record): The right to record public officials in the discharge of their duties is a clearly established constitutional right.
See Glik v. Cunniffe, 655 F.3d 78 (1st Cir. 2011) and Smith v. City of Cumming, 212 F.3d 1332 (11th Cir. 2000).
Interference, harassment, or intimidation constitutes a violation of federal law under 42 U.S.C. § 1983.

ORC § 149.43 (Public Records Act): All citizens and media representatives have an immediate right to access public records and observe the functions of public offices.
